Mr Ching, stipendiary steward, alleged a breach of rule 508(2) and (5) in that Mr Blair-Edie failed to declare a rider for TELE HO, in race 2 and BATTERIES NOT INCLUDED in race 8 by the required time. He admitted the breach and indicated he did not wish to be present at the hearing.

Mr Ching stated that the trainer had said by way of explanation that Ms Carstons had been arranged to ride both horses and he had simply forgotten to declare her. This was eventually done some 27 hours after the required time.

Mr Blair-Edie has no previous breach of this Rule. We are aware the “standard fine” is $50 per horse and this is the amount that Mr Ching has recommended. We impose a fine of $100.
