Facts:
Mr Tidmarsh, Stipendiary Steward, alleged that Mr Thornley (CLIVE) used his whip excessively over the final 400 metres of race 9.
Mr Quirk, Stipendiary Steward, demonstrated that Mr Thornley was racing towards the outside of the field in the run home and he used his whip 12 times. The last 2 were backhanders.
Mr Tidmarsh stated there was a flurry at the end with 5 strikes within the final 50 metres.
Mr Thornley signed the information indicating that he admitted the breach and did not wish to be present. As Mr Thornley is an experienced horseman, we were prepared to proceed in his absence.
