--Jockey J. Riddell admitted a breach of Rule 638 (1) (d) in that passing the 300m mark he permitted his mount ‘Autumn Tours’ to shift inward when not clear of ‘Iathatiam’ D. Bradley, which was taken inward onto the line of ‘Stormett’ which was tightened and clipped a heel.
--Rule 638 reads “a rider shall not ride a horse in a manner which the committee consider to be (d) careless”.
--Jockey Riddell acknowledged he understood the rule and confirmed his admittance of the breach.
--Stipendiary Steward Goodwin showed the available films and pointed out the incident which affected the two horses on ‘Autumn Tours’ inside. He believed that if jockey Riddell had waited a fraction longer, a gap was presented on his outside which he could have taken. Instead he elected to go for the inside run causing the horses on his inside to be badly inconvenienced.
--Jockey Riddell told the committee that “it was stupid riding”, he did look inside and thought he was clear, and was unaware of the position of the horse down on the rails. He felt that perhaps jockey Bradley may have overreacted.
--Penalty Submissions:
--Mr. Goodwin produced Mr. Riddells record under this rule. He was last suspended for 5 days at Trentham on the 23/1/2010 and had had two other suspensions in the past year, 27 December 20009 at Taranaki and in October 2009 at Otaki.
--He believed the incident was at the higher end of the scale, the tightening was severe and a horse clipped heels. He asked for a period of suspension of 4 – 5 days.
--Mr. Riddell asked the committee to consider a fine and a small suspension period to accommodate his wish to ride at the premier day on the 3rd of April at Awapuni where he had two top rides, horses that he had been associated with and successful on.
--The Chairman indicated to Mr. Riddell that his request could not be accommodated, this option was only available where the status and stake money of a race was reflected in a premier, group or listed race.
--Decision and Reason:
--Mr. Riddell, in coming to our decision to impose a period of suspension, we have taken into account your guilty plea and your riding record under this rule.
--We concur with Stipendiary Steward Goodwin that the incident was at the higher end of the scale, the tightening was severe and a horse clipped heels in the incident.
--We would have to agree with your comments and I quote “it was stupid riding”. A delay of a fraction of a second from taking the course of action you did, would have allowed you to take the gap that was presented on your outside.
--You have made strong representation to us on you desire to ride on Premier Day at Awapuni on Saturday 3rd April however, we are unable to accommodated that wish.
--We have an obligation and duty to ensure to your fellow riders and the racing public at large that incidents such as this is answered in the strongest possible way, in this case by way of a period of suspension.
--You are suspended from race riding from after the completion of racing on Sunday 28th March until the completion of racing on Wednesday the 7th of April. 5 days.
