Woodville-Pahiatua RC 18 November 2013 – R 3
ID: JCA11524
Code:
Thoroughbred
Meet Title:
Woodville - Pahiatua RC - 18 November 2013
Meet Chair:
TCastles
Race Date:
2013/11/18
Race Number:
R3
Decision:
As the charge was admitted it was deemed proved.
Penalty:
Mr. Hannam was suspended for a period of three days beginning after the completion of racing on Saturday the 23rd of November and ending after the completion of racing on Wednesday the 27th. Those days are Cambridge the 24th November, South Canterbury the 25th of November and Thames the 27th of November.
Facts:
Mr. R. Hannam admitted a breach of rule 638 (1) (d) in that he allowed his mount to shift in checking Bliss in the home straight.
Rule 638 (1) (d) reads – ‘A rider shall not ride a horse in a manner which the Judicial Committee considers to be careless’.
Mr. Goodwin showed the head on film of the alledged incident. He informed the committee that he was not sufficiently clear of Miss. R. Myers when angling for the gap. The incident could be classed in the low to mid range. Mr. Hannam had no comment.
Submissions for Penalty:
Mr. Goodwin informed the committee that Mr. Hannam's record under this rule was very good. He was last charged on the 27th of July and was suspended for 3 days. He also received a 3 day suspension in June.
Mr. Hannam does ride in the South Island and occasionally up north. He reiterated the incident could be classed in the low to mid range and asked for a period of suspension of 4 days. Mr. Hannam confirmed he did ride up north (he last rode at Waipa two weeks ago) and asked if a period of suspension was to be imposed it commenced after this coming Saturday's racing.
Reasons for Penalty:
In coming to the decision to impose a period of suspension for this breach and starting from a base of 5 days, as indicated in the penalty guide, I was prepared to allow a deduction of 2 days for his record, his admittance and my belief that the offence could be classed at the lower end of mid range.
