Miss Shackleton this committee after consideration of all the submissions placed in front of us have decided to impose a period of suspension of 4 Central District days. You are suspended from race riding from the completion of racing on Thursday the 23rd April until the completion of Thursday the 7th of May.

Facts:
After the running of race 8 at Woodville the Hoffman Ford/Keinzley Aquet/Power Farming Manawatu Spring, Jockey J Shackleton confirmed her admission of the breach of rule 638 (1) (a) – “A rider shall not ride a horse in a manner which the Judicial Committee considers to be careless”
Submissions by Mr Goodwin showing the available films indicated where the incident happened. Just past the 800 metre mark Miss Shackleton was riding her mount with vigour to bring her ride into the race. She momentarily got onto heels, pulled off and caused jockey S.Doyle to take hold of his mount who was racing on her outside. Mr Doyle was clearly checked.
Miss Shackleton had no questions or comments on the incident.

Mr Goodwin informed the committee this was Miss Shackleton’s first breach of this rule in 2 years. She has a very good record but did point out she does get limited rides as she only takes rides in the Central Districts. He asked for a period of suspension to be imposed. Miss Shackleton indicated that she did intend to take rides at the Wanganui meeting on Thursday the 23rd of April. The steward has no objection to that course of action.

In coming to the decision on penalty the committee began from a 5 day starting point. It was acknowledged that Miss Shackleton’s record was very good and that she does get a limited number of rides. Consideration was also given for her admission of the breach, she was clearly disappointed with her actions.
However the committee viewed the incident as above midrange – the check to Mr Doyle’s mount was quite severe and this must be reflected in the penalty. It was accepted she is a Central District Rider only.
