Submissions for Penalty:

Mr Davidson was aware that Mr Bishop had ridden recently at Woodville on the 19th November 2012 and was possibly riding at Taranaki on the 23 November 2012.
Mr Bishop stated that he had recently returned to race riding and was not in a financial position to pay a substantial fine. He said he had eight rides at today’s meeting but averaged five or six rides every meeting.
Reasons for Penalty:
In fixing penalty the committee took into account the following factors:
· Mr Bishop's early admission of the breach.
· Mr Bishop's excellent riding record over the past twelve months which showed no breaches of this rule.
· The committee believed the breach was mid range and noted the difference in stake money between fourth and fifth placing being $175.00.
