In race 2 a protest was lodged against 4th placed HONEY PIE under Rule 869 8(a) after the removable hood cord came adrift.

DECISION REASON & PENALTY
--In race 2 a protest was lodged against 4th placed HONEY PIE under Rule 869 8(a) after the removable hood cord came adrift.
--With approximately 150m to run the removable hood cord on HONEY PIE, number 11 driven by Mr F J Service, came adrift and became entangled in the sulky of SO LONG MARIANNE, number 4, causing interference to that runner.
--Stipendiary Steward Mr Allison began by demonstrating on video the incident ? pointing out the problems caused by the tangled cord ? Mr Williamson also gave evidence stating that when he tried to move from the trail to the pass lane he was pulled sideways ? he was only aware of the problem when he attempted to move into the passing lane. Mr Williamson was adamant that his horse would have finished in a much better position had he not been hampered by the loose cord.
--Mr Service agreed that the cord caused a problem ? he stated that the rubber band broke and the removable hood moved backwards ? stopping at the saddle ? with some cord on the ground. Mr Service stated that he did not realise at the time that the cord was hanging.
--In summing up ? Mr Allison stated that it was a very unusual incident ? but that the incident definitely affected the chances of number 4, SO LONG MARIANNE, to finish in a better position.
--After hearing all the evidence and watching the video of the incident (a number of times) my decision was to uphold the protest and to reverse the placings of 4th and 5th. Placings should now read :
--1st 16
--2nd 15
--3rd 8
--4th 4
--5th 11
--6th 9
--The official distance between 4th and 5th was only a neck. The interference caused by the loose cord effectively meant that both sulkies were joined by a cord, necessitating Mr Williamson to drive his horse in a ?crab-like? manner. Mr Williamson's horse could not improve along the pass lane and eventually went into a break short of the line.
--It was clear from video evidence that number 4 driven by Mr Williamson lost considerably more ground than a neck.
