--Stipendiary Steward Mr P T Knowles used the video clip of the incident stating that Mr Morris used his whip, twenty four times from the top of the straight to the Winning Post.
Mr Morris stated that he believed that up to eight strikes were on the crupper.
Submissions on Penalty
--Mrs Williams stated that Mr Morris had no breaches under this Rule in the past twelve months. Mr Morris stated he would prefer a fine, rather than a suspension.
--Decision
--In fixing penalty, the Committee was satisfied that Mr Morris was aware of his obligations under the Rule, and although his horse PEG JACCKA had won the race with a sustained finish, that he was clearly in breach of the Rule.
--Mr Morris's admittance of the breach and clear record over the past twelve months was taken into consideration in fixing the Penalty of $200.00
