Following Race 1 an Information was filed pursuant to rule 530 (2) (B). The Informant, Mr A Coles, alleged that Mr C Parish, rider of NORWESTER, used his whip in an excessive manner.

Following Race 1 an Information was filed pursuant to rule 530 (2) (B). The Informant, Mr A Coles, alleged that Mr C Parish, rider of NORWESTER, used his whip in an excessive manner.
--Mr Parish pleaded guilty to the charge.
--Mr Oatham demonstrated the video films which clearly showed Mr Parish strike his mount approximately 20 times before the 200 metre mark. Mr Oatham said he did stop using the whip for 3 strides but his actions were clearly outside the guidelines.
--Mr Parish had nothing to say when asked.
--PENALTY SUBMISSIONS:
--Mr Coles said Mr Parish had incurred a fine of $350 for a charge under this rule as recently as 1 August 2009. He submitted a fine of $500 - $600 would be appropriate in this case.
--PENALTY:
--The Committee considered all evidence and submissions and before imposing a penalty told Mr Parish they were concerned this was his second charge under this rule this month. It was explained to him that striking his mount 20 times before the 200 metres was unacceptable and a bad image for racing.
--Accordingly we impose a fine of $600.
