Wellington RC 28 January 2017 – R 4 – Chair, Mrs N Moffatt
ID: JCA14767
Code:
Thoroughbred
Meet Title:
Wellington RC - 28 January 2017
Meet Chair:
NMoffatt
Meet Committee Member 1:
NMcCutcheon
Race Date:
2017/01/28
Race Number:
R 4
Decision:
As Mr Riddell admitted the breach we found the charge proved.
Penalty:
Mr Riddell is suspended from the close of racing on Saturday February 4th up to and including racing on Friday February 10th. This equates to four North Island race days:
6/2/17 - Wairarapa
8/2/17 - Auckland
9/2/17 - Te Aroha
10/2/17 - Taranaki
Facts:
Following the running of Race 4, New World Churton Park Maiden, an Information was lodged by Mr J Oatham alleging a breach of Rule 638(1)(d) in that J Riddell angled his mount inwards when insufficiently clear causing a check to PLATINUM RAIDER and AVE MARIA.
Rule 638(1) (d) provides: A Rider shall not ride a horse in a manner which the Judicial Committee considers to be careless.
Mr Riddell confirmed to the Committee that he admitted the breach.
Mr Goodwin identified the runners involved and showed all three available videos. Mr Riddell was racing in a position behind Ms K McCulloch’s mount with no room to progress. Approaching the 300m he angled his mount inwards to take a marginal gap to the inside of Ms McCulloch. As a result of this movement two runners inside of him were checked; Mr Hannam to his immediate inside was tightened for room and Ms Wynne closest to the rail was checked. Throughout the manoeuvre Mr Riddell was riding with vigour.
Mr Riddell said his horse was going well and he was looking to mount a run to the outside of Ms McCulloch but when it appeared she was going to roll out he went for the inside option instead. He admitted going for a run into a marginal gap, and inconveniencing two other runners, but said Ms McCulloch’s mount did roll inwards slightly and contributed to the interference.
Submissions for Penalty:
Mr Oatham described Mr Riddell’s riding record as a relatively good one with only two breaches of the careless riding rule over the previous 12 months, the most recent of these being back in August last year.
He said while there wasn’t a full run or gap for Mr Riddell to take the inward movement by Ms McCulloch exacerbated the interference and was a mitigating factor in today’s breach. Mr Oatham submitted that a penalty in the vicinity of a four day suspension was appropriate.
Mr Riddell advised of riding commitments next Saturday and said he had ridden recently at Matamata and Rotorua. Mr Oatham confirmed that Mr Riddell had been riding in the Northern region.
Reasons for Penalty:
In coming to a decision on penalty the committee took into account all of the submissions presented. We adopted a 5 day starting point as outlined in the Penalty Guide for Judicial Committees.
The interference suffered by the two horses to the inside of Mr Riddell’s mount appeared to be significant however it was our view that Mr Riddell’s degree of carelessness sat at the lower end. The rear view film showed a small gap available to Mr Riddell on the inside of Ms McCulloch. It was unfortunate for him that as he went for his run Ms McCulloch’s horse rolled inwards slightly contributing to the resultant interference. With hindsight a run to the outside of Ms McCulloch would have been the better option. Taking this into account along with Mr Riddell’s good record, and his ready admission of the breach we have allowed a one day discount and impose a four day suspension.
