Mr Neal requested a ruling from the committee that Rampantexcuse was prevented from taking an effective part in the race, due to being held by an attendant when the start was made.
Submissions for Decision:
Mr Neal showed all films of the start and it was clear that Rampantexcuse was still being held by the bridle by an attendant when the start was made. Mr Neal said that the horse lost at least three lengths.
Miss Shackleton, the Rider of Rampantexcuse, confirmed that the horse was being held by the attendant at the time the start was made.
Mr Fleming the Trainer said that his horse does get a little restless in the barrier, hence the reason an attendant was assisting, but that this was the first time it had been slow away.
Mr Phillips the Starter, said that after the start was made the attendant in question did say to him that he had held onto the horse for a little too long.
Reasons for Decision:
The committee was satisfied that Rampantexcuse was prevented from taking an effective part in the race, that its chances were materially prejudiced and acting under the provisions of Rule 632, declared Rampantexcuse to be a non-starter.
