Mr N. Goodwin, Stipendiary Steward, called Messrs T. Harris (Knightly), R. Hannam (Seekawin), S. Fieldes (Magic Daze) and L. Callaway (On the Bar) to describe the difficulty their horses were put in at about the 350 metre point. All advised that they suffered significant interference and that the pressure came from movement on their outside. Mr Harris was racing inside PISTOLA and stated that Mr Stam crossed him when less than a length clear and forced him on to MAGIC DAZE. All horses suffered bumping or crowding as a result of the interference with SEEKAWIN and ON THE BAR in particular being unbalanced and checked back.

Mr Ray, stipendiary steward used the side, rear and front on films of the final 400 metres to submit that Mr Stam when travelling well out on the track behind SHARABELLE angled his mount to the inside for a run and in doing so forced KNIGHTLY inwards setting off a chain reaction of interference to the horses on its inside.

Mr Stam called Mr Bishop (Sharabelle) who acknowledged his horse had rolled in possibly half a horse width but he was adamant he was well clear of PISTOLA and did not dictate that horse's line

The Committee finds that the films, supported by the evidence of the affected riders, put it beyond doubt that Mr Stam opted for an inside run when insufficiently clear of KNIGHTLY and caused "domino interference" to the three horses inside that runner. Mr Stam made no effort to mitigate the affects of his carelessness. We find the breach proved.

On the issue of penalty Mr Goodwin advised Mr Stam had previously been charged under this rule on 2 November and 10 December 2006 that he was an improving young rider who was starting to pick up more rides.

The Committee noted Mr Stam's record and development as a rider but against that needs to be set the significant interference caused to four horses and Mr Stam's failure to take any corrective action. In our view a period of suspension is warranted. Mr Stam is suspended from the close of racing on 18 July 2007 until the close of racing on 26 July 2007, an effective 3 day suspension.
