Decision:

Following the running of Race 3, the Sandbar Pub Maiden Hurdles, Mr. B. Smith was charged with excessive use of the whip under rule 530 (2) (b). The information alleged that B. Smith used his whip in an excessive manner on I’M BLAKE over the final stages.

Following the running of Race 3, the Sandbar Pub Maiden Hurdles, Mr. B. Smith was charged with excessive use of the whip under rule 530 (2) (b). The information alleged that B. Smith used his whip in an excessive manner on I’M BLAKE over the final stages.

Mr. Smith admitted the breach of the rule.

After jumping the final fence when the horse was well out of contention Mr. Smith gave it five or six strikes of the whip. This was unnecessary as the horse was obviously tired with no chance of improving its position in the race.

Mr. Neal said the Stewards put the offence in the mid-range of excessive whip use.

--

Mr. Smith told the committee that he had been riding for many years and this was his first offence under this rule.

Penalty

--

The committee took into account all of the submissions including Mr. Smiths excellent record and his admittance of the breach.

There has been a lot of negative publicity about the use of whips in racing and drawing the stick on a tired horse for no gain in a race will not be tolerated either by the Stewards or the general public.

--

Mr. Smith is fined the sum of $200.00.
