As the charge was admitted together with the clear film evidence it was found proved.

Penalty:

Mr Kareem’s Apprentice Jockey License was suspended from the end of racing on 21 November up to and including racing on 2 December 2020 (6 riding days).

Facts:

Following the running of Race 9 (CR Grace/Tony Wilson Livestock 1650), Information A14109 was lodged with the Judicial Committee. It was alleged that Mr Kareem allowed his mount RANGITATA to shift in near the 800m when not sufficiently clear of ZENA BELLE which was forced in, crowding SASSENACH which was checked.

Mr Kareem said that he understood the Charge, the Rule and confirmed that he admitted the breach.

Mr Goodwin showed the film replays and said that Mr Kareem went from a 3-wide position to one-off the fence when not clear. This resulted in ZENA BELLE being forced onto SASSENACH which was checked.

Mr Kareem said that his mount did roll in a bit.

Ms Clapperton said that perhaps SASSENACH was back in a blind spot and that Mr Kareem was not aware that the horse was still there when he shifted.

Submissions for Penalty:

Mr Goodwin said that Mr Kareem had only two prior breaches in the last 12 months. He placed the carelessness mid-range and submitted that a term of suspension be imposed.

Mr Kareem confirmed the record to be correct and said that he had tried to do his best. He asked that any suspension imposed start after racing on 21 November 2020.

Mr Williamson added that Mr Kareem’s riding in recent times had improved immensely.

Reasons for Penalty:

The Committee placed the careless riding in the mid-range category. The JCA penalty starting point for such carelessness is a suspension of 8 Riding Days. Taking into account Mr Kareem’s record and the admission of the breach it was determined that a 6-Riding Day suspension was a suitable penalty.
