Charge:
Following the running of race 2 the Highway Services Pace an information was filed by Stipendiary Steward Mr M. N. Ydgren against Junior Horseman Mr B Munro alleging a breach of rule 869(4). In that rounding the final bend Mr B Munro as the driver of The Gov failed to take the sufficient corrective measures when allowing his horse to shift forwards causing tightening to Jaccka Cardle which subsequentley checked a trailing runner.
Facts:
Stipendiary Steward Mr N Ydgren showed the committee several video clips of the alleged incident highlighting in his opinion Mr Munro (The Gov) moving inwards from the one out position causing crowding to Jaccka Cardle (J. Cox) when insufficiently clear and causing that horse to break.
Mr Ydgren also commented that Mr Munro had attempted to alleviate the problem by shifting his cart outwards using his body movement. Mr A Butt in supporting Mr Munro commented that the interference was at the low end of the scale and that Mr Munro had been proactive in attempting to lessen the impact of his horses inward movement.
Mr Munro agreed with Mr Butt's statements.

Mr Ydgren stated that Mr Munro had no previous breaches of this rule in the past twelve months he also stated that he believed the interference was at the lower end of the scale and that there were some mittigating circumstances.
Mr Butt also reinforced that in his opinion the interference was also minor.

Mr Munro initially requested the committee that they consider a suspension rather than a monetry penalty. However after consultation with Mr Butt and disscussion around his impending driving engagements Mr Munro reconsidered his request.
Reasons for Penalty:
The committee had regard to Mr Munro's good record under this rule and to the fact that the breach was in the committee's view at the lower end of the scale.
