Decision:

Following the running of the Ken Tarrant Memorial Mobile Pace, Mr N M Ydgren, Stipendiary Steward sought a ruling as to whether, under rule 213(i)(j), Mystical Maddie (S Dickson) was denied a fair start and should be scratched.

Mystical Maddie drew gate 2 on the second line.  Mr Ydgren used the videos of the start to submit that T K Saracen, on the front line, lost its gait in the run up and interfered with Mystical Maddie causing that horse to be three quarters to a length off the field at the starting point.  Mr G Phillips, the starter, and Mr S Dickson both provided their observations of the incident which essentially confirmed those of Mr Ydgren.  Mr Dickson was firm in the view that the ground lost disadvantaged and affected the chances of his horse.  Mr Ydgren in his closing comments believed a recall should have been ordered by the starter given the interference to Mystical Maddie.

The Committee, having considered the videos and the submissions put to it, finds that Mystical Maddie did suffer interference and consequential loss of its position from the breaking T K Saracen prior to the start and as a result was denied a fair start.  Mystical Maddie’s chances were materially prejudiced and it is therefore ordered that the horse be scratched from the race.
