Facts:
Miss S Collett admitted a breach of rule 638 (2) in that she gave a celebratory gesture prior to the finish riding "Tsar Reformer".
Mr Goodwin using the available films pointed out the incident. About 2 strides short of the winning post Miss Collett gave a gesture which could be classed as a pumping action. He informed the committee that she did not stand up in the saddle or wave. While he admitted it was not a major breach of the rule, the pumping action of Miss Collett was clearly in breach of the rule.
Miss Collett submitted that the pumping action she gave was brought about the excitement of one of her favourite horses being successful.
Submissions for Penalty:
Mr Goodwin submitted that it was not a major breach and that Miss Collett was last charged under this rule at Tauranga in 2010. He asked for a monetary penalty. Miss Collett had nothing to add.
Reasons for Penalty:
Miss Collett in coming to our decision to impose a fine for this breach we have taken into account your admittance and your good record. We are of the opinion that the breach can be classed as minor but nevertheless as an experienced jockey you are well aware of this rule.
