An Information was filed pursuant to Rule 858 (1) (a), where it was alleged by the informant Stipendiary Steward, Mr Goodwin, that R Stam, rider of KING KEI, placed fourth by the Judge, failed to weigh-in, resulting in his mount being disqualified.
--Mr Stam admitted to breaching the rule.
--Mr Stam stated it was an oversight on his part after dismounting his horse, he was involved in talking to the trainer of KING KEI and proceeded to go straight into the jockey's room, failing to present himself at the scales.
--Mr Goodwin's submission on penalty, suggested a fine and that Mr Stam forfeits his rider's fee.
--Mr Stam's reply was that he would try harder to keep his mind on the job.
--Decision and Reason
--The Committee after taking all submissions into account is of the view that this was a serious breach of the rules. The connections of KING KEI have forfeited fourth place and suffered a financial loss, though the betting public was not affected in this instance. Balancing these matters, the Committee believes the breach can be dealt with by way of a fine. Accordingly, the Committee has imposed a fine of $300 and Mr Stam also forfeits his rider's fee.
