DECISION & REASON:
--Following Race 1 an information was filed by Stipendiary Steward J P Oatham alleging that jockey A MacDonald breached Rule 520(4)(c) when he failed to make the handicapped weight for MANJARO being 2.25 kg over the handicapped weight.
----Mr Oatham informed the Committee that this was Mr MacDonald's first ride and it was disappointing that he had started his riding career this way. Because there was no replacement rider available the trainer of MANJARO was faced with either scratching the horse or putting up the over-weight. He said that because of Mr MacDonald's inexperience he asked for some leniency on this occasion and suggested a fine in the vicinity of $200 - $300.
----Mr MacDonald had nothing to add.
----After taking all matters into account and emphasizing to Mr MacDonald that it was only his inexperience that had saved him from a much heavier penalty we impose a fine of $200.
