Facts:
The official margin between 1st and 2nd was a nose and the protest hearing started at 3-05pm.
The Judges placings were as follows:

Following race 5 an information was filed pursuant to rule 642 (1). The informant Mr Rogerson alleged that LATIN RULE placed first by the judge intefered with the chances of his runner RADINKA placed 2nd by the judge. He alleged the interference occurred in the final straight.
Submissions for Decision:
Mr Rogerson, trainer of RADINKA, submitted that LATIN RULE had denied his runner RADINKA it's rightful running position. He demonstrated with the aid of the video films and pointed out that LATIN RULE had made contact with his runner on 3 occasions, causing his rider to stop riding his horse and to change his whip to his other hand. He stated that the contact had occurred twice within the final 100 metres of the race, with LATIN RULE having moved in approximately 3 or 4 body widths during the length of the straight.
Mr McDonald, rider of RADINKA said that both his horse and LATIN RULE were very tired in the very testing ground. He said that his horse was intimidated by the inwards movement of LATIN RULE and that he had lost momentum. He stated that he was about a neck behind the other horse at the 200 metre mark and that his horse was finishing better. He said the final two bumps in the last 100 metres were significant and that he would have won the race but for that contact.
Mrs Satherley, rider of LATIN RULE, said she felt that RADINKA had run outwards and bumped her horse early in the home straight and that RADINKA was laying onto her horse's shoulder. She felt there was contributing movement by both horses and that she felt she was entitled to keep first position. Mrs Satherley was given the opportunity by the Committee to demonstrate her position with the use of the video films.
Mr Williamson, Stipendiary Steward, when asked for his opinion, stated that it was clear on the evidence of the video films that there was interference in the final 100 metres when the outside horse-LATIN RULE-shifted inwards and caused a reaction from the horse on it's inner-RADINKA. He said that the margin at the finish was barely a nose, and given that LATIN RULE had moved inwards approximately 2 or 3 body widths onto RADINKA, the Stipendiary Stewards would support the protest.
Reasons for Decision:
The Committee carefully considered all of the evidence and has reviewed the video film.
The key reasons for our decision are as follows:
LATIN RULE has shifted in on 3 occassions over the final 100 metres of the race, making contact with RADINKA.
It is the Committee's view that the bumps that RADINKA received from LATIN RULE cost that horse more than the official marging of a nose. Had that interference not occurred we are satisfied that RADINKA would have beaten LATIN RULE.
