----Mr Knowles has demonstrated on the video that you used your whip over the last 250 to 300 metres, and in the last 150 metres or so you struck the horse continuously about 30 times.
----By way of explanation you say you were caught out by the long straight at Waikouaiti, that you were simply trying to hold third after the front two had pulled away, and may have got carried away by this.
----Mr Norman you are a senior horseman and should not have been "caught out by the long straight". There is nothing worse in the eyes of the public and nothing more likely to bring racing into disrepute, than to see a horse being hit with the whip excessively. On the other hand, you have an excellent record. Mr Knowles says he has never had occasion to talk to you before about this matter, and you have no other breaches.
----Taking your record and your ready admission and remorse into account, we fine you the sum of $150 and remind you in no uncertain terms of your obligations under the Rules of Harness Racing.
