Following race 10 an Information was filed pursuant to Rule 632. The informant, Stipendiary Steward Mr A Coles requested a ruling: was SIN CITY (BR Jones) denied a fair start when the barriers were released.

FACTS:
--Mr Coles demonstrated the incident by showing the head and side on views of the start which he believed clearly showed the barrier of SIN CITY was slow to release.

Mr B Jones rider of Sin City stated he believed the barrier was slow to open by 2 lengths. He said he was instructed to ride the horse in a forward position but due to the incident was unable to do so.

Mr J Humphries said one of his attendants alerted him to the barrier been slow to open.

The Committee considered all evidence as presented and reviewed the video films. We were left in no doubt that there was a mechanical failure of the starting stalls which resulted in Sin City been denied a fair start.
