Following race two an information was laid against apprentice M Cameron alleging a breach of Rule 530(2)(b), namely that he used the whip in an excessive and unnecessary manner

DECISION & REASON:

Following race two an information was laid against apprentice M Cameron alleging a breach of Rule 530(2)(b), namely that he used the whip in an excessive and unnecessary manner on his mount DANSEUR ELITE (number 10). Rule 530(2)(b) provides: "Every rider commits a breach of these Rules who strikes his horse with a whip in a manner or to an extent which is unnecessary, excessive ?"

Apprentice M Cameron was assisted by Mr B Revell. He admitted the breach.

The Committee reviewed the relevant race footage. Mr McCutcheon demonstrated on the race video Mr Cameron, rider of DANSEUR ELITE, strike his horse 15 times from the 500 metre mark to the 200 metre mark. He emphasized that Mr Cameron's mount was a weakening horse and yet Mr Cameron continued to whip his mount.

PENALTY:

The only issue to be determined is penalty. After hearing submissions from Mr Oatham and Messrs Cameron and Revell we accept a suspension must be imposed.

  1. Apprentice M Cameron's prior record for breaches of the excessive whip rule. He has four prior breaches for similar offending over a short period of time.
