--Mrs Neal did admit the breach and was present at the hearing.
--Mr Muirhead demonstrated by way of a film the alleged incident, the film shown clearly showed Mrs Neal using the whip excessively.
--Mrs Neal was last charged under this rule on the 11/1/09 which she acknowledged was correct.
--Mr Muirhead asked the Committee to take into account Mrs Neal’s admission of the breach and her co-operation with the Stewards, he recommended a monetary penalty.
--DECISION AND REASON
When ariving at a penalty the Committee took into account Mrs Neal’s admission of the breach and her genuine remorse, and imposed and penalty of $250.00.
