As Ms Collett admitted the breach, it was deemed to be proved.

Accordingly, Ms Collett’s riding license is suspended from the close of racing on Saturday October 3rd up to and including racing on Wednesday October 14th, 2020.
Facts:
Following the running of Race 7 (Group 3 NZB Ready To Run Sale Trainers Series) an Information was lodged by Mr Jones alleging a breach of Rule 638 (1) (d) in that S Collett (SUPREME HEIGHTS) allowed her mount to shift inwards near the 1100m crowding SPRING TIDE (L Hemi) and CONOR O’CEIRIN (T Taiaroa) inwards onto CHERRY LANE (D Hirini) which was checked.
Mr Jones had Mr Goodwin explain the incident using the videos. The incident occurred soon after the start when Ms Collett moved across from a wide barrier draw seeking a run closer to the running rail. As she came across, she took the line of Ms Hemi’s mount which in turn crowded two other runners with CHERRY LANE being forced to check.
Ms Collett accepted Mr Goodwin’s explanation but suggested some blame could be attributed to Mrs Thornton who moved outwards marginally contributing to the crowding of CHERRY LANE.
Submissions for Penalty:
Mr Jones produced Ms Collet’s riding record which showed her last careless riding charge was in February this year. He said she was not a regular before Judicial Committees despite being one of the busiest riders in the country. Mr Jones described today’s breach as low to midrange and submitted that a term of suspension be imposed.
Ms Collett informed the Committee that she was in fact the busiest rider in New Zealand. She advised of riding commitments through until next Saturday at Hastings.

The Committee considered all submissions.
Ms Collett was careless by cutting it fine when coming across the field from a wide barrier draw. Although this was a low-level breach three horses were moderately affected by the incident’s concertina effect.
Aggravating factors were the Group 3 status of the race and the fact that Ms Collett won the race. Mitigating factors were Ms Collett’s excellent record and her ready admission of the breach.
Since racing resumed following the Covid 19 lockdown Judicial Committees have been imposing lighter penalties to reflect the impact the restrictions have had on riders. This continues until October.
Balancing up all factors it was the opinion of the Committee that a 6-day suspension was an appropriate penalty. Although it has been common practice to apply an additional monetary penalty for breaches in black-type races (where a rider has earned stake money) we declined to do so in light of the unprecedented Covid 19 situation.
