Meet Title:
Taranaki RC - 2 November 2018
Meet Chair:
NMcCutcheon
Meet Committee Member 1:
TBird
Race Date:
2018/11/02
Race Number:
R 9
Decision:
As the breach was admitted it was deemed to be proved by the Committee.
Penalty:
The Committee determined that Mr Hannam’s Jockey’s Licence be suspended from the end of racing on 8 November up to and including racing on 15 November 2018 (5 days).
Facts:
Following the running of Race 9 (Next Twilight Friday Nov 23rd 2000) Information No. A09660 was filed with the Judicial Committee. Mr Jones the Informant alleged that Mr Hannam permitted his mount VEGA to shift inwards when not sufficiently clear of BRAHMARAHMA (W Pinn) which was checked near the 1600m.
Mr Hannam advised the Committee that he understood the Rule, the charge and confirmed that he admitted the breach.
Mr Oatham showed the incident on the film replays and said that in the run to the winning post on the first occasion Mr Hannam was racing 2-wide and to the outside of BRAHMARAHMA. He said that just prior to reaching the winning post Mr Hannam looked to his inside twice, then shifted in and Mr Pinn was forced to check his mount. He added that Mr Pinn was riding along to hold his position but was checked. He estimated that Mr Hannam was no more than one length clear when he shifted in.
Mr Hannam for his part explained that early in the run down the straight Mr Pinn was sitting quietly on his horse and then when he shifted Mr Pinn commenced to “hunt up”. He said that he did shift in when not clear, but that Mr Pinn hunting up was a mitigating factor. He concluded by saying that when he shifted he thought that he was clear of Mr Pinn and his mount.
Submissions for Penalty:
Mr Jones asked the Committee to take into account the admittance of the breach, Mr Hannam’s good record and that the carelessness in his opinion was in the low to mid-range. He submitted that the penalty be in line with that category of carelessness.
Mr Hannam said that he wished to ride at Otaki on 8 November.
Reasons for Penalty:
The Committee took into account the following matters when considering penalty:
• Admitted breach of the Rule
• Good Record
• Low-range carelessness
• Mitigating factor that Mr Pinn did kick up as Mr Hannam shifted in
• The JCA penalty guideline
