Decision: Jockey Mr L Robinson admitted a breach of Rule 530 (2) (b) in that when riding YASEMIN he used the whip in an excessive manner between the 400 and 200 metres
Jockey Mr L Robinson admitted a breach of Rule 530 (2) (b) in that when riding YASEMIN he used the whip in an excessive manner between the 400 and 200 metres. We thus find the charge proved.
--It was demonstrated on the video by Stipendiary Steward Mr Davidson that between the 400 and 200 metres Mr Robinson had hit his mount some 12 to 14 times, which is in excess of the guidelines, and he had never gone back to the whip rein.
--Mr Robinson accepted this account and stated that the horse needed encouragement to give its best.
--We note, as Mr Robinson has said, the track was heavy, YASEMIN was the favourite, and it went on to win the race.
--Stipendiary Steward Mr Ching recommended a fine in the range of $100 to $300. We give weight to the fact that Mr Robinson has an excellent record under this rule, with his never having appeared on such a charge throughout his lengthy career, and also to his admission of the breach. We note, however, that Mr Robinson had received an official warning under this rule from the stipendiary stewards on 1 May last. In these circumstances, we believe a fine of $200 is appropriate. We remind Mr Robinson of his obligations under the whip rule.
