ID: JCA11206
Code:
Thoroughbred
Meet Title:
Southland RC - 18 February 2012
Meet Chair:
NSkelt
Meet Committee Member 1:
ADennis
Race Date:
2012/02/18
Race Number:
Race 3
Decision:
The breach was admitted by Mr Robinson and thus the Committee found the charge proved.
Penalty:
Mr Robinson was suspended for four National riding days, with the suspension commencing at the conclusion of racing on the Saturday 25th February until the conclusion of racing on Sunday 4th March 2012.
Charge:
At the conclusion of race 3 The Sheet Metalcraft Maiden an information was lodged by Stipendiary Steward Mr M Davidson alleging that under rule 638(1)(d) Jockey L Robinson when approaching the turn near the 1400m allowed his mount to shift in, crowding Young Bachelor down onto Suspend Us which was crowded across the running of Tunza Vitality which was checked and lost running.
Mr Robinson admitted the breach.
Facts:
Stipendiary Steward Mr M Davidson stated that Mr Robinson (Willie Roydon) has moved across from the outside barrier draw, and has not been sufficiently clear of the inside horses causing Young Bachelor (A Mundy), Suspend Us (T Moseley) and Tunza Vitality (T Direen) all to be checked.
Stipendiary Steward Mr A Ray showed the Committee several video clips of the alleged incident, highlighting Willie Roydon moving across, towards the running rail however in doing so, checked Young Bachelor who in turn caused Suspend Us, and Tunza Vitality both to be checked.
Submissions for Decision:
Mr Robinson stated that he had made an error of judgement, as he thought he was sufficiently clear. He continued to state that he had looked across several times and saw Mr Moseley (Suspend Us) was having difficulty.
Mr Robinson also stated that the first bend was always difficult, and did not help his cause, he also maintained that Suspend Us shifted outwards, as did Toni Direen's mount Tunza Vitality.
Reasons for Decision:
The Committee was satisfied that Mr Robinson has moved inwards when not clear. The video evidence was very conclusive in supporting this, and three horses had clearly been affected by the inward movement.
Submissions for Penalty:
Mr Davidson stated that Mr Robinson is a Senior South Island Jockey and has had one previous suspension under this rule on the 9th November 2011 at the Canterbury Jockey Club where he received a three day suspension.
Mr M Davidson also stated that he believed the carelessness on this occasion was mid range in his opinion.
Mr Robinson stated that he wished the Committee to take into account the contributing factors as he outlined when fixing penalty.
Mr Robinson also stated that he had been riding in the Central Districts and that he wished to take advantage of the seven day rule.
Reasons for Penalty:
The Committee was satisfied that the breach of the rule was mid range of carelessness.
There were some mitigating factors in that Suspend Us ridden by T Moseley was racing keenly and moving about a little which did not help Mr Robinson's cause.
The Committee believed that Mr Robinson has crossed when not quite sufficiently clear and this caused the general tightening of the horses resulting in the interference.
