As Mr Campbell had admitted the breach, the charge was found proved.

We therefore determined that Mr Campbell’s licence to ride be suspended from the conclusion of racing today up to and including racing on 27 June 2018.
Facts:
Following the running of Race 6, the Smallbone Ltd & Onceuponatime Sprint, an Information was filed by Stipendiary Steward, Mr J McLaughlin, against Apprentice Jockey, Mr C Campbell, the rider of OMAR, alleging “that C Campbell (OMAR) allowed his horse to shift in when insufficiently clear of (ACRYLIC) who was taken in crowding and checking (JUSTICE WELL) R Mudhoo passing the 1100 metres”.
Rule 638(1)(d) reads as follows:
“(1) A Rider shall not ride a horse in a manner which the Judicial Committee considers to be:
(d) careless”
Mr Campbell had indicated on the Information that this breach of the rules was admitted and he confirmed this at the hearing. Mr Campbell also agreed that he understood the charge and the rule it was brought under.
Mr Campbell was assisted at the hearing by Mr D Walsh the Apprentice Jockey Mentor.
Mr McLaughlin, gave evidence and used video coverage along with Mr Davidson, to show approaching the 1100m Mr Campbell shifting across and dictating ACRYLIC (Mr G Jogoo) into the running line of JUSTICE WELL (Mr R Mudhoo) who was checked.
Mr Davidson estimated OMAR (Mr Campbell) was only a length and a quarter clear of Mr Jogoo who was unable to clear heels and was forced into the rightful racing line of Mr Mudhoo.
Mr Campbell agreed with the Stewards summation and had nothing to add.

Mr McLaughlin stated Mr Campbell had 3 previous breaches of this rule.

Mr McLaughlin said the Stewards were seeking a suspension and saw this breach at the low end of the scale. He said he would leave it to the Committee to determine the appropriate penalty.
Mr Campbell made no submissions on penalty.
Mr Walsh said the incident was clear to see and it was unfortunate that it was Mr Campbell's first day back riding since recovering from an injury.
Reasons for Penalty:
In determining penalty, the Committee had regard to the Penalty Guide starting points for breaches of the careless riding rule. The Committee adopted a 6-day starting point as we agreed the level of carelessness was low and the effected horses recovered quickly.
The aggravating factor is Mr Campbell’s record which could now be viewed as only fair.
Mitigating factors are his admission and the professional manner in which he conducted himself at the hearing.
Considering all the evidence and submissions and applying the aggravating and mitigating factors the Committee determined that a 6-day suspension is an appropriate penalty in this case.
When deferment was discussed Mr Campbell asked for any suspension to be started immediately.
As riders had been declared for this weekend’s racing, those days were not considered in Mr Campbell's suspension.
