Following the running of race 1 an information was lodged by the Stipendiary Stewards under Rule 908 (2) alleging that the South Canterbury Racing Club had provided the wrong saddle cloth for horse no. 9 PARAIBA

DECISION & REASON
--Following the running of race 1 an information was lodged by the Stipendiary Stewards under Rule 908 (2) alleging that the South Canterbury Racing Club had provided the wrong saddle cloth for horse no. 9 PARAIBA a runner in that race.
--At the outset of the hearing Mr P J Hinsley, representing the Club, acknowledged that the rule was understood and confirmed the Club's written acknowledgement of the breach.
--The breach is accordingly found proven.
----Mr Ching advised the Committee that prior to the running of race 1 Mr Humphries, Assistant Stipendiary Steward, had advised him that PARAIBA was wearing saddle cloth number 6 and not saddle cloth number 9 as shown on the official race card.
----He also advised that the Club had been unable to find the saddle cloth number 9 and saddle cloth number 6 was removed and permission was given for the horse to race in saddle cloth number 10.
----Mr Hinsley, on behalf of the Club, said that it was a dual race code day and that the person normally responsible for handing out saddle cloths had been dealing with the trotting side of the dual code meeting. The person dealing with the saddle cloths for thoroughbreds was a new person engaged to undertake that role for that day and had mistaken the saddle cloth number. The Committee was also advised that efforts had been made to obtain the right saddle cloth prior to the race but one could not be located.
----In respect of penalty Mr Ching indicated that the Stewards requested that a monetary penalty be imposed and he would leave it to the Committee to determine the quantum thereof. Mr Hinsley agreed with Mr Ching's submissions.
----The Committee, after taking into account the evidence before it which included the clear mistake by the saddle cloth number steward, imposes a fine of $175.00.
