Following race 3 an information was filed pursuant to Rule 530(2)(b). The informant, Mr J Oatham, alleged that Mr A Ihaka, rider of SKIDBY, used his whip in an excessive manner.

Following race 3 an information was filed pursuant to Rule 530(2)(b). The informant, Mr J Oatham, alleged that Mr A Ihaka, rider of SKIDBY, used his whip in an excessive manner.
--Mr Ihaka pleaded guilty to the charge.
--Mr Oatham demonstrated the video films which clearly showed Mr Ihaka striking his mount approximately 12 times beginning at the 550 metres, and continuing until the 400 metres, without giving his mount any respite.
--Mr Ihaka had nothing to say when asked.
--PENALTY SUBMISSIONS:
Mr Oatham told the Committee this was Mr Ihaka’s second charge under the whip rule in the last three weeks, and believed this offence warranted a fine of $200 - $300.
The Committee considered the evidence and submissions as presented and before imposing an appropriate penalty gave consideration to Mr Ihaka’s guilty plea, and his record. However, it was evident Mr Ihaka’s actions were well outside the guidelines and the fact that his mount was beaten at the time. Taking all the above into account we impose a fine of $275.
