Charge:

Following the running of race 7 The 105th Delta Great Western Steeplechase an information was lodged by Stipendiary Steward Mr M Davidson alleging that Trainer Mr S Cameron mounted and rode 'Quartze' when not wearing a body protector and a skull cap as required under the rules.

Facts:

Stipendiary Steward Mr Davidson stated that Mr Cameron caught the horse 'Quartze' which had fallen at the last fence and rode it to complete the course.  Mr Davidson witnessed this and called out to Mr Cameron to get off the horse.  Mr Davidson stated that he was unsure whether Mr Cameron had actually heard him.
 
Mr Cameron addmitted the breach.

Mr Cameron stated that the incident was a 'spur of the moment' thing and that he regretted his actions.

Reasons for Decision:

The committee was satisfied a breach of the rule had occurred and in fact Mr Cameron had ridden the horse without a body protector an skull cap.

Submissions for Penalty:

Mr Davidson commented that Mr Cameron was a licensed Trainer and as such should have known better. He stated that in his opinion a fine in the range of $500-600 was appropriate. He also stated that whilst Mr Cameron had not breached this rule in the previous twelve months this incident did in fact take place infront of a large crowd.

Reasons for Penalty:

The committee was satisfied that a breach of the rule had occurred.
