Mr Davidson said Mr Johnson had apparently accepted two rides in Race 8.

Submissions for Decision:

Mr Davidson stated that the Stipendiary Stewards had spent considerable time sorting out a number of what appeared to be dual acceptance of rides by Mr Johnson. Most were sorted out with the help of some trainers. Mr Johnson was charged specifically with accepting two mounts in Race 8.
Ms B Middlewood (Mr Johnson's partner) spoke for Mr Johnson, stated that she believed that a number or factors contributed to the situation. Firstly that it was illogical to have to declare riders prior to the end of race day on the Saturday. Also that many trainers were unsure at that time whether or not they would accept for the Monday meeting. She also stated that she had spent considerable time attempting to sort out the confusion, finding it difficult to do so because trainers did noy return calls etc.

Reasons for Decision:

Mr Johnson admitted the breach, and the committee accepted that two trainers had assumed that Mr Johnson was riding their mounts.

Submissions for Penalty:

Mr Davidson submitted that whilst he had some sympathy for Mr Johnson, the fact remained that it was Mr Johnson's responsibility to not accept more than one mount per race. He did however agree that the early time for rider engagements prior to the end of race day on the Saturday may have contributed to the situation.

Reasons for Penalty:

In fixing penalty, the committee took into account the explanations given by all parties.
