Rangitikei RC 18 July 2020 – R 4 – Chair, Mrs N Moffatt
ID: JCA16092
Code:
Thoroughbred
Meet Title:
Rangitikei RC - 18 July 2020
Meet Chair:
NMoffatt
Race Date:
2020/07/18
Race Number:
R 4
Decision:
As Ms Taiaroa admitted the breach, it was deemed to be proved.
Penalty:
Accordingly, Ms Taiaroa’s license is suspended from the close of racing on Friday July 24th up to and including racing on Wednesday July 29th, 2020.
Facts:
Following the running of Race 4 (AB Equipment/ Whisker Forestry 1200), an Information was lodged by Mr Goodwin alleging a breach of Rule 638(1)(d) in that Temyia Taiaroa (TOTAL SASS) allowed her mount to shift inwards near the 800m when not clear of CHEEKY AZ (M Hudson) which was checked.
Mr Goodwin used the two available video angles to show Ms Taiaroa travelling in a 3-wide position approaching the bend. She commenced to move in gradually on the corner, and in doing so took the line of CHEEKY AZ. As a result, Ms Hudson was forced to check her mount and lost ground.
Ms Taiaroa agreed with Mr Goodwin’s description of the incident.
Ms Clapperton said that the horse interfered with was unfortunately in Ms Taiaroa’s blind spot to her inside.
Submissions for Penalty:
Ms Taiaroa told the Committee that she has had approximately 154 rides, and this is her first time in the judicial room.
Mr Goodwin described the breach as being at the low end of carelessness and submitted that a suspension in line with the guidelines be imposed.
Ms Taiaroa advised of riding commitments next Friday at Wanganui.
Reasons for Penalty:
The Committee considered all submissions.
Ms Taiaroa moved inwards when only her own length clear of CHEEKY AZ instead of the required two lengths. Ms Hudson could clearly be seen to lose approximately two lengths of ground in the incident. The circumstances dictate that a suspension is an appropriate penalty.
Mitigating factors are Ms Taiaroa’s excellent record and her relative inexperience as an apprentice rider. The restriction on racing as a result of Covid 19 must also be taken into account as the current racing calendar provides fewer opportunities for riders.
Balancing up all factors, it was the Committee’s opinion that a suspension of 2 days was appropriate.
