We were satisfied that LOOKHEREPAL was denied a fair start and the Judicial Committee declared that runner be a non-starter.
Facts:
Following the running of Race 2, the AB Equipment 2YO Handicap, the Stewards requested a ruling in relation to Rule 632; did LOOKHEREPAL receive a fair start.
Rule 632 reads: If, in the opinion of the Judicial Committee, a horse which does not finish in the first three placings was prevented from taking an effective part in a Race owing to mechanical failure of starting stalls, or is denied a fair start and such occurrence materially prejudiced the chances of that horse (but not where the horse is slow away by its own accord), the Judicial Committee may declare such horse to be a non-starter.
Submissions for Decision:
Race 2 was run over 1200m and LOOKHEREPAL began from barrier number 10, one in from the outside. The head-on video showed that all the gates opened correctly in unison, however, the right-hand section of barrier number 10 swung back sharply hitting LOOKHEREPAL on the side of its head. Mr Bradley said his horse was badly jarred and jumped very awkwardly as a result. LOOKHEREPAL finished the race in 6th place.
Mr Phillips said he inspected the gates after the start and identified a problem with a pin malfunctioning.
Reasons for Decision:
The committee found that there had been a mechanical failure in relation to the gate of barrier number 10 and that LOOKHEREPAL lost ground when jumping awkwardly after receiving a severe knock to the side of the face.
