Mr Goodwin said that the deadline for the declaration of riders for the meeting was 10.00am on Thursday 15 May and Mr Halford declared his rider at 10.37am - ie 37 minutes after the deadline. Mr Goodwin further stated that the 10.00am deadline had been in place since the beginning of the current racing season.

Mr Halford explained that he was not aware the deadline for declaration of riders was 10.00am and thought it was 1.00pm on 15 May. He also added that he had experienced difficulties contacting his jockey because of poor cell phone coverage where the jockey was based.

Mr Goodwin advised that Mr Halford had not committed a breach of Rule 508 (2) previously and asked for a fine to be imposed. After considering all matters the Committee imposed a fine of $50.
