--SUBMISSIONS ON PENALTY
--Stipendiary Steward Mr Goodwin made submissions on penalty in that Mr Ferris had broken two riding engagements without reasonable cause. On raceday, thirty minutes prior to the start of a race in which trainer Mr M Eales had engaged Mr Ferris, Mr Goodwin was approached by Mr Eales to say that his rider had not appeared on course. He was replaced as rider on SHEZA SWEETIE in race 3 and AL MANTE in race 9.
--Mr Ferris explained that he was in Christchurch when contacted by Mr Goodwin as to his whereabouts. After he phoned for the rides at nomination time he thought that their wide draws at acceptance time would result in them being scratched. At Christchurch his workload and lack of a manager resulted in him being unaware of firm engagements. He added that this was his first offence.
--Mr Goodwin submitted that a fine of $200 - $300 was appropriate.
--The panel took these submissions into consideration including admission of the breach and that this was the first breach of this rule and a fine of $250 was appropriate.
