--Miss Moki admitted the breach.
--Mr Oatham explained to the Committee that after the first heat Miss Moki, riding FIG JAM, was seen to leave the course to cross the road to return to the stables of Mr B Peterson. It was noticed by Mr Oatham that Miss Moki was riding bare back and did not have her body protector on. He immediately spoke to Miss Moki who admitted her error and said she had just forgotten to put her vest on.
--Miss Moki confirmed Mr Oatham’s evidence and had nothing further to add.
--PENALTY SUBMISSIONS:
Mr Oatham said Miss Moki was fully co-operative with the Stewards and pleaded guilty immediately. He said two other riders had been fined $750 for wearing incorrect vests in races, but in this case as it was not in a trial or race, an appropriate fine would be $300.
PENALTY:
The Committee considered all evidence and submissions and reminded Miss Moki of her obligations and that this rule was in place for the safety of all riders.
We believe a $300 fine is fair and appropriate in this case and accordingly impose a fine of $300.
