Mr Robinson said that when he was watching the Trackside video he observed Mr Colgan, dressed in riding attire, socializing on the lawn adjacent to the birdcage. This was confirmed with the showing of the video.

Mr Williamson said that when approached Mr Colgan said that he was not aware of the relevant rule. He immediately admitted the breach.

Mr Williamson asked for a fine of $200 - $300.
