Mr Singer admitted the breach and was represented by Trainer Mr R Cook.
--Mr Oatham demonstrated the video films and showed where Mr Singer raised his whip prior to the winning post.
--Mr Oatham informed the Committee , that Mr Singer had ridden 3 winners as an apprentice, and was having difficulty with his weight and that this win was his first as a highweight jockey.
--Mr Singer had nothing further to add.
--Mr Oatham asked for a fine in the range of $200 to $300.
