CHARGES:
--Following Race 3 an Information was filed pursuant to rule 638 (3) (b). The Informant Mr Williamson alleged that Mr S Doyle, rider of WAITOKI AHI, used the whip in an excessive manner.

FACTS:
--Mr Oatham demonstrated the video films which showed Mr Doyle striking his mount excessively without giving the required respite. Mr Oatham said Mr Doyle did give some respite but certainly not for the required 6 strides.

--Mr Williamson said this was Mr Doyle’s first charge under the whip rule and submitted his carelessness was at the low end.

Mitigating factors include Mr Doyle’s guilty plea and that this was his first charge under the whip rule.
