Mr. D. Coddington (Trainer) admitted a breach of rule 64a (4) (b) in that he presented Swahili for Race 5 to the saddling enclosure with unapproved gear.

 

The rule reads “A trainer must not, after the horses rider has been weighed out and before the horse races, remove or add any article of wearing apparel or riding or other gear with which the rider did or did not weigh out as the case may be.”

Mr. Goodwin informed the committee that Mr. Coddington replaced a cloth under the saddle with a pad, breaching rule 64a (4) (b). He advised that Mr. Coddington had only recently had his licence approved to be a trainer and this breach was brought about by a lack of understanding nd knowledge of the rule. Mr. Coddington agreed with the comments made, he has been training a matter of weeks and it was a complete oversight on his behalf.

 Mr. Goodwin believed the breach could be best handled by way of a fine in the vicinity of $100.00.

In coming to our decision to impose a monetary penalty, we have taken into account your admittance of the breach and the comments of Mr. Goodwin at your recent addition to the training ranks.
 
However, the understanding of the rules is an important part of being a licensed trainer and it is your responsibility to understand and operate under the rules of racing. We did note the suggested monetary figure from Mr. Goodwin in his submission, but feel it is a little light.
