Mr Goodwin told the committee that Mr Lynds presented his horse for race 5 wearing a tongue tie which, under the Rules of Racing, is notifiable gear but he had not informed the stewards.

Mr Goodwin was brief with his submissions saying that the usual penalty for this type of breach was a $100 fine.
Mr Lynds said that he suspected the horse had a wind affliction, which is why he tried the tongue tie, however he would not be perservering with the horse.
