Mr. George advised the committee that the deadline for the declaration of riders for the meeting was 4.00pm Tuesday 25 March. As Mr. Whiteman did not notify the Racing Bureau until 4.45pm on 25th March he was in breach of the rule.

Mr. Whiteman told the committee that on Tuesday 25th March his farm had run out of water and he was laying a pipe to bring water to the property. On completing that work he then went off to his relief milking job and forgot to notify his riders by the 4pm deadline.

The committee, whilst sympathetic to Mr.Whiteman’s circumstances on 25th March found the charge proven.
--This was the first time Mr.Whiteman had breached the rule and after considering all matters the committee imposed a fine of $50.00.
