Prior to the running of race 5, the Speight's 1200, rider T Harris was charged with a breach of Rule 520 (4) (c )

--It was alleged that Mr Harris, the declared rider for WAKEFILD failed to make the contracted riding weight.
--Mr Harris attended the hearing and admitted the breach. Mr Harris, who is an apprentice rider, declined the offer of assistance.
--PENALTY.
--Prior to making his submission on penalty Mr Goodwin presented Mr Harris's record. This showed two previous breaches of this rule, and it was Mr Goodwin's submission that the penalty for this breach should be a modest fine.
--Mr Harris, when addressing the committee, stated that he had contacted WAKEFIELD?S trainer and told him that he could ride the horse .5kg over the carded weight however as it eventuated this had escalated to 1kg over and therefore was in excess of any discretion.
--Mr Harris also concurred with Mr Goodwin's assessment of penalty.
--Therefore having considered the submissions of both Mr Goodwin and Mr Harris we find that the appropriate penalty in this case is the imposition of a fine. In determining the quantum to be imposed we are of the view that a moderate fine is indeed appropriate.
--After considering all matters we find that Mr Harris be fined the sum of $200.00.
