Penalty:
Ms Collett’s Jockey’s Licence was suspended from the end of racing on 28 January through to the close of racing on 8 February 2019.
Facts:
Following the running of Race 7 (Gardner Homes 1600) Information No. A9241 was filed with the Judicial Committee. It was alleged by the Informant that Ms Collett allowed her mount CEAD MILE FAILTE to shift inwards in the back straight when not clear (of CHARTWELL – RJ Hannam).
Mr Goodwin showed the head and side-on film replays and said that Ms Collett allowed her mount to shift in when not clear of CHARTWELL who had improved rapidly to her inside. The inward movement resulted in CHARTWELL being checked with resultant interference to DALLA MOSA, TERRACOTTA WARRIOR and CHICKABERINDA. Mr Goodwin said that Ms Collett was approximately one length clear when shifting inwards.
Ms Collett said that it was obvious that she was not 2 lengths clear but that she did not see that Mr Hannam had improved up to her inside. She said with the strong head wind it proved difficult to judge the speed and at the time she thought that she was clear.
Submissions for Penalty:
Mr Balcombe said that Ms Collett had a good record considering that she is the busiest rider in New Zealand. Her record showed that she had 3 careless riding suspensions within the last 12 months with the most recent being on 24 November 2018 when a 5 riding-day suspension was imposed. He said that it was a slow inward movement by Ms Collett which forced Mr Hannam back onto DALLA MOSA. He said Ms Collett’s actions resulted in low to mid-range damage and submitted that a term of suspension be imposed.
Ms Collett advised the Committee that she had riding engagements up until 28 January 2019.
Reasons for Penalty:
The Committee was satisfied that Ms Collett and her mount had shifted in when insufficiently clear of CHARTWELL which dropped back into the path of DALLA MOSA, TERRACOTTA WARRIOR and CHICKABERINDA. The Committee assessed the careless riding to be between the low and mid-range category and adopted a starting point of 7 riding days suspension. After giving due consideration to Ms Collett’s record and the admittance of the breach it was determined that a 6 riding-day suspension was a suitable end result.
