Mr M. Wallace, a licensed trainer, admitted a charge of misconduct under rule 304 in that he rode track work on 21 December 2005 at Otaki without a body protector as required by a ruling of the Board of New Zealand Thoroughbred Racing.
--Mr L. N. McCutcheon, Chief stipendiary Steward, produced a copy of the Board directive and an authority under rule 1103 (4)(d) to prosecute this matter issued by the Chief Executive of New Zealand Thoroughbred Racing.
--Mr McCutcheon had attended track work at Otaki on 21 December and observed Mr Wallace riding work without a safety vest.
--Mr Wallace submitted that his track rider became unavailable at short notice and he elected to work the horse. He decided against a body protector because of the discomfort it caused his bruised shoulder and upper chest.
--The Committee reminded Mr Wallace that casual regard for track riding safety requirements was unacceptable. He was fined $300.
