A request for a ruling was filed by Stipendary Steward Mr N Goodwin, under rule 508 (2) (5) relating to the failure by trainer Mr G Lowry, to declare a rider for horse number 12, ZARNEGIE, in race 7, until the morning of the race meeting. This was well past the 4.00 pm Tuesday deadline.

Mr Goodwin stated that waiting for scratchings was not the way to resolve this problem.

Mr Lowry explained that he had experienced difficulty in obtaining the services of a senior rider for ZARNEGIE and this had caused the delay.

After considering submissions from Mr Goodwin and Mr Lowry and taking into account the circumstances, the Judicial Committee found the charge proven under rule 508 (2) (5) and imposed a fine of $100. This being consistent with penalties imposed for similar breaches of this rule.
