Mr R Stam admitted a breach of Rule 871 (1) (d) in that near the 1000metre mark he, riding MAN IN CHARGE permitted his mount to shift in when not clear of ARGON (L Allpress) which had to be checked .



Mr R Stam admitted a breach of Rule 871 (1) (D) in that near the 1000metre mark he, riding MAN IN CHARGE permitted his mount to shift in when not clear of ARGON (L Allpress) which had to be checked and as a result, in consequence DOUBLE HARRY, MAN OF ACTION,PADLOCK and DANCING SHOES were all badly hampered and became unbalanced.

Mr Stam was given the opportunity to have had the charge held over until the completion of the days racing. He agreed for the charge to be heard at this time.

--

Mr C George showed both films, head and side on and informed the committee the sharp inward movement from Mr Stam's mount (he drew 15) caused severe tightening to five horses necessitating those jockeys and their mounts to be placed in tight quarters.

--

Mr Stam had no comment to make.

SUBMISSION ON PENALTY

--

Mr Goodwin informed the committee that Mr Stam was last charged under this rule on 22 December 2005. However, he believed the charge was not one of a minor nature and a period of suspension was the appropriate penalty.

Mr Stam informed the committee he only rode in the Central Districts'.He never rode in the South Island. He had on occasions ridden up north a few years ago.

--

DECISION ON PENALTY

--

In arriving at its decision to suspend Mr Stam the committee considered the fact that he had admitted the charge. However, the incident, the committee believed, was one at the high end of the scale. He moved sharply across putting other riders and horses (five in total) in unenviable situations, causing the riders to take hold and to become unbalanced.

The committee suspended Mr Stam from race riding after racing on Saturday 4 November 2006 until the completion of racing on Wednesday 22 November 2006
