Mr Ching alleged that Mr R Beckett failed to declare riders for 3 horses, RACING SPIRIT (Race 4), NEW YORKER (Race 6) and WELLESLEY (Race 7). Declaration time was 1 pm on Thursday 1 March, but riders were not notified by Mr Beckett until 5. 25 pm, after Mr Ching had contacted him, and almost therefore 4 1/2 hours late. Mr Beckett admitted the breach but did not wish to be present.
----Mr Ching advised that Mr Beckett had been warned for a similar breach at Riccarton on 14 December 2006. Mr Ching sought a penalty of a fine in the range $100-200. He indicated that he believed this was simply an oversight on Mr Beckett's part, and that Mr Beckett had fact organised riders for the horses.
----Having listened to the submissions of Mr Ching, and taking into account Mr Beckett's record and our practice of imposing a fine of $50 per horse for a first breach of this Rule, we impose a fine of $150.
